What is the best Eastern European country to live (specially for a person in his early 20s)?

Positive Aspects can be:

1) Security
2) Good Economy, low taxes, (be easy to establish a business is a must)
3) Low Level of the Police State
4) Low level of Corruption
5) Culture level
6) Youthful people,
7) Low population of Gypsies


Im thinking in Romania because the language is easy and the country looks funny another options i am thinking are Poland, Serbia or Russia.
