WTF? You are obviously not Russian.

5C and above is t-shirt weather. 0C is long-sleeve weather. -5C is summer coat weather. -20C is winter coat weather.

We're headed to London, erm uh Chicago for our anniversary the first week of June. 60F degrees seems to be normal, as well as a good chance for rain. For Californians, 60F and rain is our winter weather, so we won't be running around in shorts either.

Today in Abergavenny it was about 15C and windy, but the sun was so warm that it was total t-shirt weather - I have to say that you Russians are indeed total pussies...

they procrastinate so much, can't be even bothered to put on a jacket for "shortly" going out if it's not +5 celsius or less with 30mph+ winds...

as long as it's not seriously windy even if it's +1 mid winter you will quickly find people out in short sleeves passing you by... procrastination>cold = UK

It's true that English people generally dress more lightly. One of our biggest clients was an English company and when somebody from England comes here they are always dressed as if it is 10-20 degrees warmer.
I always thought it had something to do with the increased alcohol levels in their blood.
