Keep in mind this is actually a 38,200 a year salary, as it's 31K + (600 * 12).

It's over $3K a month, not including taxes, so he can spend between $800 and $1K a month on rent.

MrFun, you may find that it costs more to be near a subway stop(unless you're in SE, but even then new Condos are going up around the trainstops there) than far away from one.

One thing he should consider is the proximity of bus lines and corridors commutable via bicycle. I generally commute full time via bike April through October/November and then part time depending on the weather the rest of the year. DC's weather isn't that heinous.
