I'm going to try to get a mid-priced apartment in a decent enough neighborhood.

Could someone provide a list of some of the neighborhoods to absolutely avoid? A list of okay neighborhoods?

I had enough objectivity to look at the controversy of Abe Lincoln and his policy with habeas corpus as my capstone undergraduate paper back in 2003. I included documentation and quotation of letters written by others during that time who blasted Lincoln for his policy decisions, and a couple of those who were actually imprisoned as a result.

I concur. On a 31K salary, having a roommate situation is the only viable way to make ends meet as for as I can tell.

Keep in mind this is actually a 38,200 a year salary, as it's 31K + (600 * 12).

It's over $3K a month, not including taxes, so he can spend between $800 and $1K a month on rent.

One thing he should consider is the proximity of bus lines and corridors commutable via bicycle. I generally commute full time via bike April through October/November and then part time depending on the weather the rest of the year. DC's weather isn't that heinous.
