Richardson has the advantage of not being a meaningful candidate

Though he may have just taken himself out of running for the VPship. But who knows. I can't see the marginal voters being ones to support marijuana for any reason though...

oh, and while I'm no fan of Democrats Richardson is more qualified than Hillary, Obama and Edwards.

At this stage in the campaign, the idea is not to get people to flock to your ideas. It's to NOT piss people off with your ideas. And BR has managed to do just that...

He's certainly well qualified, but he doesn't have a chance this year unless one of (Obama / Clinton) or both decides he's a good compromise choice if neither gets enough votes in the primaries. And that's frankly pretty unlikely.

Apparently, it is legal again in Ontario, for anyone.

This is due to a recent court decision.

Medical marijuana is legal in Ontario. One of my friends, a Professor at U of T, has medical marijuana prescribed to him by the government, and the university has provided him a special room to smoke it in.
