With the price of ammunition I think you would be much better served to test a gun with a target. If I was testing a weapon I would want to see how it shoots at a target. I think if you ever needed to save your life you wont be firing into the ground or in the air.

That's terrible advice, what if it doesn't work? I want to make sure it works before I need it, rather than need it and it doesn't work.

His statement means "Fire" at a target to test accuracy of aiming it,
... not to just shoot at the ground.
