my boss was wondering if there is a way to copy files to an IPAD like you would a hdd
PDF's to be exact.

so we could copy the PDF's for that day on the ipad and the managers could take them out in the market.

He could use an application like AirSharing but the easiest and free way would be to e-mail the documents to himself and he can run them directly out of the e-mail.

Cant it just be plugged in via USB? or just connect to a network share and drag the files back and forth?

I mean, it should be able to at least do that right?

No you can't do that with iPhone or iPad without doing a fair bit of work.

Air Sharing HD is a fantastic App. I would highly recommend it for what he would use it for.
