I saw this movie a few years ago, but can't recall the title.

It centers around this city detective that is sent to a small village to investigate the murder of a young man. It turns out he raped someone and that was why he was killed.

It must have been filmed around 1998-2004.

I've been trying to figure it out for awhile, but have nothing.

I figured it must have been atleast decently received in Finland for them to air it over here.

Anyone have a clue?

Well, I think it was a boy who was murdered and it turns out the town did it as a whole.
They found out he raped a retarded girl and then killed him.
