I need to create a website that's largely database centered, where people can request to add content, vote, etc.

Is there a place I can start this, like a template? Or do I have to make everything from scratch?


Ok, basically, I want my website to be something like this:

The website will only provide the space/hosting, people will mostly submit content.
Think IMDB and its ratings. I want people to submit [whatever], a simple page for that is created, and anyone can "vote" on it, comment on it, talk about it, etc.

Where would I begin? I already have webspace with Control Panel, and under Fantastico I see this:
