Yeah, I live in a small apartment building with only 2 apartments in it here, and we have a small parking lot next to it big enough for a few cars, but it's public parking so anyone can park in there. The next building over is a karate school, and there have been several times I've seen people parked on the street blocking the parking lot [cursing] I've already considered calling the tow truck company and having them towed while they're inside.

I'd say the first time you tell them politely move the car, and never park there again and then after that then you call the tow company. It's always in your favor in any situation to be nice first off and say that next time you won't be nice about it. Give someone a chance to right their wrong, after that with them knowing that you won't abide by them screwing up and, in this case, parking where they know they shouldn't be parking.
