Default Who carries a USGA handicap?
and if not, why not?

Most golf courses offer them or atleast around here they do and you need one to play in the bigger tournaments.

I don't because I don't play in anything that requires them, and I'm a cheap bastage. OOB is good enough for what I'm looking for.

I don't because HDCP didn't go as high as bad as I was last year. What is the OOB golf group here? I plan on doing that this year.

What happens when you decide to play in a tournament at a neighboring course....how do you prove your handicap?

In Indiana we have Blue Golf which took the place of GHIN as the official index. It is provided by the Indiana section of the PGA of America. I play in a few local events each year so I must use the official system.

I have a GHIN as well. Most of the tournaments I play in and a lot of my club games require it or you play as a 0.
