Default Two qualities of a Muslim ruler
al-Salamu 'Aleykum,

Here are two lovely Ahadith I chose:

خرج معاوية على ابن الزبير وابن عامر فقام ابن عامر وجلس ابن الزبير ، فقال معاوية لابن عامر : اجلس فإني سمعت رسول الله صلى الله عليه وسلم يقول : من أحب أن يمثل له الرجال قياما فليتبوأ مقعده من النار


Musa bin Isma'eel from Hamad from Habib bin al-Shaheed from abu Mujliz that Mu'awiyah went to ibn al-Zubair and ibn 'Amer so ibn 'Amer stood up and ibn al-Zubair sat down, Muawiyah then said to ibn 'Amer: sit down for I heard Rassul-Allah SAWS say: "He who loves that men stand for him will take his place in in Hell."

comment: a Ruler who loves to show-off and get attention on the front cover of every newspaper and thinks himself to be greater than everyone and isn't pleased unless people stand to him in respect or bow to him then he will be thrown in Hell.

إنك إذا تتبعت عورات الناس أفسدتهم أو كدت أن تفسدهم . قال : فقال أبو الدرداء : كلمة سمعها معاوية من رسول الله صلى الله عليه وسلم نفعه الله بها


'Isa bin Muhammad al-Ramli and ibn 'Awf from al-Firyabi from Suffiyan from Thawr from Rashid bin Sa'ad: Mu'awiyah ibn abi Suffiyan said: I heard the Prophet SAWS say: "If you follow the 'Awrat(hidden secrets) of the people then you risk corrupting them." so abu al-Dardaa said: "A word that Mu'awiyah had heard from the Prophet SAWS and Allah chose to benefit him from it."

comment: a Ruler who sends his spies behind the people to uncover their secrets will corrupt his people, and Mu'awiyah used to also say:

إن الذي سيظهر لنا منه شيء سنحاربه على الذي ظهر منه، أما الذي يكتم فما لنا وله

"If something becomes apparent in someone then we will fight him on that which is apparent, as for what he keeps as a secret then that is for him not us."

This one is an added bonus as to how you must behave towards some rulers:

سيكون بعدي خلفاء يعملون بما يعلمون ويفعلون ما يؤمرون وسيكون بعدي خلفاء يعملون بما لا يعلمون ويفعلون ما لا يؤمرون فمن أنكر عليهم برئ ومن أمسك يده سلم ولكن من رضي وتابع


ِAbu Bakr bin Zanjaweih from Abu al-Mugheerah 'Abdul-Quddus bin al-Hajjaj from al-Ouza'ee from al-Zuhri from Abi Salamah from Abu Huraira: The prophet SAWS said: “After me there will be Caliphs who will work with what they know (from my Sunnah) and they will do as they are ordered and after me there will be Caliphs who will work with what they know not and do what they are not ordered, he who warns them from their mistakes is safe and he who withdraws his hand away from them is safe but he who follows and is pleased…”

comment: The Prophet SAWS says that after he passes away there will be two types of Rulers, those who follow Islam and those who do not, if you have given baya'ah (pledge of allegiance) to a Ruler who started to deviate and oppress and corrupt, then the best thing is to give him advice and warn from him, after this the best thing to do is to stop obeying his commands which contradict Islam and to leave him and his corruption, those who keep praising and following the corrupt leaders are not safe on the day of judgement.
