That's where youre wrong, Israel DO mean to kill palestinians when they drop a bomb on them: Palestinian Terrorists, the other innocent palestinian casualties that sometime occur is accidental and tried to be avoided.

But one of the bigger difference when innocent palestinian is killed, apart of the inention ofcourse, is the way the population see these killings:
When innocent palestinian is killed,Most of the Israeli society is not happy when innocent palestinian is killed, they consider it immoral and criticise these unneccessary casualties, thus insuring that the IDF tries harder to prevent it.

When innocent Israeli is killed, The most of the palestinian society consider this an act of bravory, there many signs of joy for the massacare, the more israelis killed: Men, women and children the greater the joy.

The signs of joy and support for these murders are not just by the people living under the occupation: many europeans, and citizens of Arab countries support these murders (are they desperate of the occupation too?)
