Default Dragging weights as a means of sure "containment"?
I pass a house on the way to work daily that is a mile or so from our house. They have a sort of livestock wire fence that is about 5 ft high but seems pretty flimsy over all. They have 2 bully/pit bull looking dogs that roam free in the yard with a flat weight(the ones that look like a doughnut) attached to their collars. They pretty much drag them around between their legs with their necks down. It looks super uncomfortable and seems like it would do a lot of damage to the dog.

I am guessing they have the weight attached to keep the dogs from jumping the fence. I say that because I have never seen either with out the weight attached to their collar and I see them at least twice a day.

Has anyone else see this before? Is is as dangerous as it seems?
