Default Strange...
So today I start up my computer, and an odd screen comes up saying I hadn't set up the time and date. I immediately hit my reset and it starts up but brings up the screen saying that Windows didn't start properly previously and if I wanted to start in safe mode. I proceeded with normal startup, and then when my computer starts my antivirus errors out and says I need to restart, and half of my programs that have been installed for ages all show they're new programs (highlighted).

So... I did a system restore and went a week back... and it started fine, but my programs are still all showing up like I just installed them and antivirus still errored out.

I uninstalled my antivirus thinking that was the issue, still no good.

So, I shut it down and went to get an external HD to back up all my stuff just in case it decided to crash.

Installed a new antivirus (Avast) and ran a scan... no viruses, but programs all still showing up as new.

Any ideas?

throw it out the window and go buy a new one...either that or have a drink....I prefer the drink

The battery on your motherboard is probably dead.
That's why you had to set the date and time.

As far as the programs showing up as new.
Did you set the proper year?

I reset the time, and now they're all showing as normal.

Your comp will be fine as long as it doesnt lose power. The battery holds your BIOS settings and time/date when your computer is unplugged or loses power.
If you are feeling ambitious and want to fix this.
You will have to take the case off and look on the motherboard for a round "button" battery.
It's normally on the bottom right section of the mobo.
Pop it out and take it to Radio Shack or Batteries plus and get a replacement.
You will have to set the date and time again after you put it all back together.

Call me when you're ready to tackle this and I'll talk you through.

Not sure if it could be due to one of Windows updates but you might check to see if this one has been installed
