Buy out a person's domain name/website without permission? For example, if I had a boatload of money and wanted to buy OffTopicz without asking V, do companies allow that?

No, this isn't any hint at me wanting to steal OffTopicz!

No... you cant do that. Whoever owns the domain owns it, they payed for it. so you cant just steal it.
