Yep but it doesn't mean that it's a good thing.

DNS is like the phone book for the internet. When you type in www.microsoft.com your computer on your behalf consults a DNS server to get the actual IP number of microsoft.com which is 207.46.19.190 The computer uses the IP number to communicate with the text is just for us humans benefit.

What the virus did is sabotage your computer to query a fake DNS server that would give false IP addresses that would redirect you to fake websites designed to trick you into giving out credit card information or infect you with other viruses designed to do more such damage.

Instead of just pulling the plug on the fake DNS numbers the government put there own in place. So people that were infected, REMAINED infected. And the government was able to track what IP addresses contacted the fake DNS servers and what websites were requested. Now maybe the government didn't track this information but I doubt it. They should have simply pulled the plug or at least forced you to a webpage telling you that you are infected.
