To get a vga signal to your HDMI is going to require an analog to digital converter box. A good one will cost you about $300.

Why not get your laptop fixed. If you know the model number you might be able to find a screen on eBay.

Do you know the part number of the screen itself. Most screens fit more then one laptop and if you don't need the plastics you can fix the screen with a generic part.

And I can get you new if you want to pursue that. PM me if you want to go that route. I fix Laptops.
