This is very true, that the Obama administration has really stepped up enforcement.

However if these GC holders do not make any income in the US, they are not required to have Social Security Numbers. I guess in theory they are supposed to get TINs but few do in practice. So it is very hard for the US to chase "non-taxpayers" even if they are GC holders.
