No, you shouldn't, BUT that is exactly why breeders should be visiting WHERE their dogs are going BEFORE they agree to place a dog. SOME suburban neighborhoods (like the one described) are really just not appropriate for this breed. I would really question whoever placed the OPs dog into that situation. At the same time, maybe owners should start understanding that crowded neighborhoods with lots of dogs on all sides might not be the best for you OR the dog; and just voluntarily agree to not bring a dog INTO the chaos.
