I read that somewhere else awhile back.

The local inmates here are used at the county animal shelter and the Sheriff's dept has work crews for other things that are needed around the city.

The sheriff in the next county had his work crew out on the streets wearing the old fashioned black and white uniforms and wearing ball and chains. That community went up in arms about it, so that got stopped. They also elected a new sheriff.
