Yes, its called ROME.

No Military was allowed into Rome. And when the General wanted to talk to the Roman Senate, he had to leave his sword behind, and come into the city ALONE. The ancient Roman Republic fully understood the dangers of standing armies.
That was only for approaching the senate. The thinking was that the tempation to overthrow the republic would be too great.

The same rules did not apply in the field. In the field, a general without armor and a sword was laughable, no? A general who was afraid to address armed troops would also be laughed at.
