I mostly agree with what's been said already... yes, the dog needed to be put down. But no, the dog didn't need to be beaten to death. So yes, I think the people responsible for that SHOULD be charged for it... but the dog shouldn't have been allowed to live long enough for these people to feel this was the best solution.
