The only thing in the HOA handbook about dogs and he knew this upfront is no Pit Bulls, Rottweilers, Dobermans, or Akitas allowed.
Sounds like they don't have a leg to stand on. I'd get with the vet and get letters on both dogs from the vet, and he may have to get those notarized, which isn't usually a problem. His local Farm Bureau office has Notary's that work there and they should be willing to notarize something for him, usually for free. Or the courthouse could notarize it for him.

The reason I don't like these organizations is because they are so busy telling everyone what specifications their house must meet, how to cut their yard, heck, they can even raise a stink if you don't drive a vehicle that meets their standards.

If he could, I'd tell him to look at moving outta that place!
