I think it was Hogan that always talked about using a tee on par 3's. I think the line was "it's the only time you can cheat during a round without a penalty, so do it!" Why wouldn't you use an advantage? Even on a fluffy lie, I use one just to make sure the ball doesn't settle or move during my backswing.
I think some guy named Nicklaus said the same thing. He was decent at this game. Thus, I always tee it up on par 3's.
