It depends,I've found usually if you are nice to the officer and admit you were speeding you're more likely to just get a ticket for "failure to obey posted limits".

I got caught at 98mph in my old outback and the cop told me it would be enough to take away my license right then and there,40mph over the posted limit,but since I was nice about it and owned up to it he gave me the lesser charge.

That has worked for me about 4 times now,though,if you're out of state your results will probably not be the same lol.
This also goes for being nice and candid with the judge if you want to go to court, cause sometimes cops are just assholes. I've gotten 4 tickets over the years for speeding and each time, went to court, got lesser charge with no points, or no charge every time. (one was a bullshit month-end 'around' 8 mph over, two for doing 85 in 80mph traffic and one for "over one hundred miles per hour")

Though, unless the 60/3pts is going to hurt, just pay it, don't do it again and be done with it.
