I do not know the crosswind limitation for the A320 but obviously it was more than it could handle.

The A320's limit seems to be 33 kts gusting to 38.

I also don't understand why ATC cleared him. They know the weather too and they know the limits. Close the airport and divert all traffic.

The pilot on the other hand should have told ATC that crosswinds were over the limit. He did one hell of a recovery there, but this could have been avoided.
