I have to say, there's nothing in the song that indicates to me that the singer is bad at singing. Altering one's voice does not necessarily indicate that one cannot sing.

I just personally find it a bit boring, plus the association with the SNL skit ruins any seriousness of the song.

Of course it doesn't mean for sure that she can't sing... it's just if it's hidden, you can't tell and it always makes me think that the probability she can't sing is increased.
