its basically 3:2 pull down, in other words if you are watch a pal movie @ 25fps on a 50hz set you would get the frames in this order:

11 22 33 44 55 66 77 88 99

how ever if u watch 24fps on a 50/60Hz set you get this order of frames:

11 22 333 44 55 666

that 3rd frame is what introduces the judder effect in non 24p comliant tv's

Maybe I am missing something, but surely BluRay/HD-DVDs are 25fps (PAL) or 30fps (NTSC) like for DVDs?
