A lot of minor infraction pull overs result in drug busts or arrests. Stereotypes tend to suggest that cars with broken tail lights/lights out, or other minor violations are usually driven by people who are more likely to commit a crime. So he was probably looking for a criminal and instead got a normal citizen.
