Some groups do allow vigilantism under the idea of "enjoining good and forbidding evil". And we do find instances of such in Islamic history and these grouos take support from that to do it. So things are not so clear. Its a problem of ignorance obviously. Combined with lack of leadership.

Pakistani law and order looks like a joke for someone outside.
