Now what is't? Muztahab? Afdal ? etc.

With all due respect to u, what should be definition of biddah?

This is a Ruqya prescribed by Shaykh (Maulana) Ashraf Ali Thanwi (RA) and all Ulama (Salafees included) accept reciting Qur'aan and blowing on body parts.

This is neither Sunnah nor Mustahab but a Ruqya therefore cannot be classed as Bid'ah.

Reciting verses of the qur'aan and blowing or rubbing on body parts as a Ruqya is absolutely permissable in Shariah.
