Almost every "black" in the new world is multiracial, how are you determining who is a "mulatto" and who is "black"?

Threshold of new world blacks being listed as 'Negroid' is roughly >70% African (e.g. Black Americans, Haitians, and some Black Hispanics). In any case, they do not greatly affect the stats overall.
