I think new world african descents are both. With various degrees of mixture from other groups and combinations of mostly West Africans Central SW and East Africans.
True so called "tri-racials" are more the exception amongst NWPOAD. IMO, this is how NWPOAD cluster:

Aframs and Afro-Caribbeans like Haitians, Jamaicans, Bajans, Grenadians, Martinicans for example cluster closer together with not much of a huge difference between them. Dominicans, are more like the intermediates, but obviously closer to Aframs and Afro-Caribbeans. next come Afro-Brazilians who just about straddle the line perfectly, but slight to the Afram-Afro Caribbean side. Puerto-Ricans straddle the periphery and have the most overlap with Europeans and Native Americans.
