She needs someone to control the army, which has been a big player in pakistani politics even under nominally civilian regimes. This looks to me like a substantial improvement. It makes everything constitutional, and means a nominal civilian as President, and a more genuinely independent PM (ie one with an independent constituency from Musharaff)

Of course others can still run against him for president, but Bhutto's party will support him.
