I believe I've found the problem... well, part of the problem, you found the first part


Under ftp settings I had to remove the check in "block server to server transfer". By unchecking that it's now possible for IE7 on this computer to access the ftp. Both use passive ftp and folder view is checked in the settings. Another one of my friends needed to uncheck the passive ftp box to get it working though
