I think its more complicated. I believe the criteria were probably dodgy and lots of nepotism was involved, but probably more according the lines of ' I know X and X knows Y' than purely nationality. As Jews started off Hollywood practically, they had deciding voice for a long time and let in many other Jews cause they were from families, the same schools or the same town. Probably if a Jew who did not know anyone, ' a man from nowhere' came up, he would not have more chances than anyone else.

Thats how it happens. Why for instances most of of off-license corner shops in London are owned and/or run by Indians? Its the same mechanism I believe.
