Considering this web site was created in the city of Paknam, I have been waiting for a more expert answer, than from my self.
but since I have been in Paknam I will give my opinion. I think it is not a "seal of Paknam" I give the reason as most cities do not have seals and this temple of Phra Samut Chedi is actually on the opposite bank to the city, even thought it is well visible, you need to catch a ferry across the Chao Phraya River. The province in which Paknam is in, is called Samut Prakan and it has a seal. Samut Prakans seal actually incorporates an image of Phra Samut Chedi but it looks more basic in design than the image displayed. My guess this image is just an art work symbolizing Paknam painted by one of the school kids connected with this web site.

The temple is used as the logo for the province as well as many governmental organizations and companies. This version was painted by a friend of ours.
