There are times when I lose in a tournament, realize I waited all darn day for however many minutes I got in total, notice that there are a special breed who get to fight in 3 divisions and fight 3 times as much as me, and I say to myself, "I wish I were a girl under the age of 18."

I think he was just reffering to the fact that girls get their own division as well as competing in the normal one, so twice the chances to fight. If youre under 18, then theres another one!

and the pool on girlie champs is always smaller.... if there's a pool of 8 girls total, even if you just win a couple matches you can place and bring something home.

but boys... here in spain @ taikai we usually have a pool of 50-60 boys, mixed ranks ranging from sankyu to godan. you just don't place winning a couple matches. usually you need to win at least 5 or 6 or 7 matches to make it to semifinals...
