Used in Reno/Sparks area which sits in the Truckee Meadows, widely regarded as one of the most difficult places to reliably predict the weather due to the topography here.

It is used in Hawaii. I remember once laying on the beach at Ala Moana. It started to rain, so people pulled their beach towels up over them. When the rain stopped, the spread out their towels again and *bing* out came the sun.

It originated with Mark Twain. He was describing weather in New England (he lived in Connecticut for more than half his life).
