So after "lengthy" appeals and 19 years after the crime, his lawyers are just now , two days before execution, going to bring up a potential conflict that could send the whole case back to retrial?

I don't think it is only the judges that we should be judging here.

I'm curious what sort of punishment the former judge and prosecutor might face as a result of this if any. Since they are no longer at their jobs are they pretty much off the hook?

I don't think it is only the judges that we should be judging here. I'm sure the strategy of the defendant was to sit in prison for 19 years before trying to get a retrial.
