If you only waterboard 3 people -- which is all anyone can claim, and this is based on a CIA report -- then it seems reasonable that those 3 non citizens could have saved a lot more innocent individuals. English translation: We torture people who aren't Americans. Essentially, everyone in Gitmo was a fighter for the terrorist Taliban regime. It should be obvious that if we let everyone in Gitmo go free and revert back to pre-9/11 levels of intelligence, the country will be in more danger.
