Lancer: get one of those newfangled mice with no ball. They're good.

Wireless or wired doesn't matter a lot, get a wired one if you do a lot of gaming where response time matters (FPS) but for civ they're both fine, get whichever you feel like. Wireless costs more but has no wires.
