I think anyone under, say, 4'7" would constitute a dwarf.

It should also be noted that they totally got shafted when the council of Middle Earth decided how to divvy-up the food industry. They got tricked by the elves into harvesting mushrooms in dark dank caves while those prissy little elves got to bake cookies in trees.

Usually their heads and face will have a larger bone structure then normal as well as their mouths tend to be a bit exagerated along with their height and torso to leg proportion will seem a bit off.
