Are you talking about health / MP potions? AFAIK there's no way to buy them. You can get some by doing the 3rd quest of the Frogzard Hunter and

after fighting the trog, you should get 10 health potions. At that point, you can run away without doing the rest of the quest, and you'll get to keep your potions.
