I don't see it as anything more than NASA protecting its assets (i.e. its employees), and wanting them to take safeguards in case of an emergency. A genius is no use to a company if he/she is dead.

There is a lot of good, sensible advice there, that can be taken by anyone - i expect it's partly in response to the recent Japanese events, but with the both the coasts of the US being at risk from tsunamis and the West Coast and many other areas being vulnerable to seismic and/or volcanic events - let alone weather or other travel hazards, you should all be taking precautions. I've got most of the household ones covered but only have most of the car ones covered when I'm going on trips.
