Poor cockatoo. I wonder what's wrong with him.
Probably not given the attention that it needs. They are very intelligent animals, and when caged and ignored they go crazy and start pulling out their feathers.

They can't pluck feathers from their heads. Birds usually also won't pluck themselves to the point of being totally bald like that. They might pluck their chests, in come cases even tearing the flesh on purpose, but they never pluck out their flight feathers. It's probably an unfortunate disease of some sort.

EDIT: Just thinking a little more and I suppose it's possible that another bird plucked this one. Birds will sometimes pluck their mates, although it's unlikely that it should get to this point in the care of an attentive person.

Äääääähhhh Wrong

One of my Grey Parrots would randomly raid itself from all feathers it could reach, including the flight feathers. (which would bleed very badly)
She´d do it about twice a year until i finally came around to getting a Partner for her.
After another year she´d just randomly tear out a few feathers here and there.

Then yours would be a rare exception. I have heard of birds self-mutilating themselves to the point of death but leaving the flight feathers in place. And, of course, there's just no way the bird could pluck its head.

This cockatoo probably has a disease.

LoL I saw this parrot in a news website. His house burnt down and he got burnt. His feathers will never grown again[no]. And the dog used to taunt him, so IT'S REVENGE TIME!!!!!
