Default CRYSER.DLL cant delete it :(
Tried to delete it in safe mode but wont let me. This seems to be the cause of my pop ups and spybot search and destroy cant get rid of it. Neither can Prevx

not sure how do i check?

I know that unlocker wont help cause it is useing winlogon.exe and explorer.exe so if i try to do anything the system just reboots

Right mouse click on the file, go to properties and then security.

There should be a list, detailing who can read the file, write etc... see if you can add your username to it and attempt to delete.

Not sure if this will work or not, but I'd be looking at that tab.

People that write malware such as this should be locked up for a very long time, and any companies associated with this should be hit with a giant fine.

If all else fails you could try booting up off the windows cd into the recovery console and deleting it from the command line.

I had a nasty one once that had a ridiculously long filename so I couldn't do anything with it. Had to eventually use the recovery console and truncate it.

Just to echo what was said above, people who write this **** need to be thrown away [cursing]
