Need a Program for CSV files - DiscussWorldIssues - Socio-Economic Religion and Political Uncensored Debate

Hey.
I don't have Excel and I need to open csv files.

Im looking around for a program that will open these. Something free and easy to install.
I found One thing but didn't get how to install, no exe.

Anyways, any help?
