You are able to realistically assume terrible support and price increases, or worse:, unless your government-run organization is terrible See California's moving blackouts once they privatized their program. When the market balances and there's a couple companies left, they know you don't have many selections and carry on blending you for the money while treating you badly. For costs to be low and support to be great you'd need to have several competitive companies, which you'll not in energy generation.
