I was on a crapper, so I didn't read the whole story, but the way Noam reinterprets the Vietnam war is ridiculous.

Noam Chomsky is a brilliant linguist, computer scientist, and political hack. He's an MIT professor who desperately wants to be a respected pundit. Here's a revealing quote:

He tends to reinterpret everything is utterly ridiculous ways in order to advance his anti-Americanism. Seriously, I'm a leftist but the guy is a complete douche bag.

More than a decline it is the rest of the world rising, and many Americans suffering because of the competition of cheaper workers from the rest of the world.

Simple. Redefine unemployment. Governments do this every few years so it will appear capitalist systems still work. You would probably have 20%+ unemployment if you include all Americans who are working under 30 hours per week (or 120 hrs per month), or have given up on looking for work, or are 'self employed' but still making less than a living wage.
